When your feet touch Israeli soil, a critical 30-day window opens. Misrad Haklita—israel's Ministry of aliyah and Integration—begins tracking your presence immediately, and missing early deadlines can cost you thousands of shekels in housing benefits and delay work permits by weeks.

The Law of Return grants you automatic citizenship, but Misrad Haklita controls the material support that makes your first months financially survivable. Most new olim don't realize that housing grants, tax incentives, and reduced utility rates are locked to enrollment dates, not citizenship dates. Start wrong, and you'll pay full market rent while your neighbor—who registered on day three—receives ₪1,200 monthly housing assistance.

This guide walks you through the exact sequence, in order, with no wasted steps.

Step One: Misrad Haklita Registration (Days 1–3)

Before anything else—before opening a bank account, before finding an apartment, before applying for work—you must physically visit your local Misrad Haklita office. Every city has one. Locations are listed on Gov.il or you can call the national hotline at 1-800-222-222.

Bring: your passport, your Law of Return approval letter (teudat ha-zikui la-aliyah), and a valid email address. They will issue you a mispar zikui (registration number) and a preliminary teudat oleh (olim certificate). This single document unlocks everything downstream: bank accounts, rental apartments, and employer verification.

The registration itself takes 15 minutes. Do not delay this step by a single day.

Step Two: Tax ID and Bank Account (Days 3–7)

With your mispar zikui in hand, visit any bank branch (Bank Hapoalim, Bank Leumi, Mizrahi Tefahot, or discount banks like Poalim Bizkaon). Bring your passport and teudat oleh. You do not need proof of address yet—the teudat oleh serves as temporary identification.

The bank will issue a mispar zehut (Israeli ID number, temporary) and open a sheqel account within one business day. This account is non-negotiable: employers will not pay you without one, rental landlords will not accept wire transfers without one, and Misrad Haklita will not deposit your housing grant into thin air.

Request a temporary visa card if you do not have Israeli funds yet. Most banks offer this free for the first month.

Step Three: National Insurance Registration (Days 5–10)

Bituach Leumi—Israel's national insurance institute—must register you as a resident to unlock health insurance, unemployment benefits, and pension contributions. You can register online at Bituach Leumi's portal (bituach-leumi.gov.il) using your mispar zikui, or visit a local office with your teudat oleh.

New olim receive automatic coverage under the national health fund (Kupat Holim) on day one, but you must formally register to avoid billing gaps after month three. Registration takes five minutes online and costs nothing.

Save your confirmation number. You'll need it when you open a rental lease or sign an employment contract.

Step Four: Housing Application with Misrad Haklita (Days 7–14)

Misrad Haklita offers temporary furnished housing for up to three months while you search for permanent rental. The grant covers ₪1,200–₪1,800 per month depending on family size and city.
